William Joseph McDonough (1934–2018) was an American economist and central banker. He is best known for his decade-long tenure as President and CEO of the Federal Reserve Bank of New York from 1993 to 2003. In this capacity, he also automatically served as the vice chairman and a permanent member of the Federal Open Market Committee, which makes decisions about interest rates and monetary policy.
