Biography

Ulysse Richard is a policy practitioner and researcher dedicated to addressing the challenges that frontier AI poses to international security. He serves as a consultant on military AI governance at the United Nations Office for Disarmament Affairs.

Richard is also a Policy Research Fellow, where he supports AI-nuclear Track II dialogues at INHR. Additionally, he functions as a Research Team Lead on Arcadia Impact's AI Governance Taskforce, focusing on defense assurance for agentic AI systems.
