Tobias Harris is the Founder and Principal of Japan Foresight. His career has focused on analyzing Japan and broader Asian affairs within policy and advisory contexts.

He currently serves as a Deputy Director and Senior Fellow at the German Marshall Fund of the United States. Previously, Harris was a Senior Fellow for Asia at the Center for American Progress. He also held the position of Senior Vice President, working as a Japan analyst at Teneo.
