Shirley Clarke Franklin is an American politician and a member of the Democratic Party. She served as the 58th mayor of Atlanta, Georgia, from 2002 to 2010. Franklin made history as the first woman to hold the post and the first black woman to be elected mayor of a major Southern city. She was Atlanta's fourth African-American mayor.
During her tenure, Franklin addressed a significant budget deficit by reducing government employees and increasing taxes.
