Robert M. McDowell is a lawyer and lobbyist with extensive experience in telecommunications, media, and technology. He served as a commissioner of the Federal Communications Commission (FCC) for seven years, having been appointed by presidents George W.
Bush in 2006 and Barack Obama in 2009, with unanimous confirmation by the U.S. Senate each time.
He was notably the first Republican appointed to an independent agency by President Obama.
