Raymond McGovern is an American political activist and former Central Intelligence Agency (CIA) officer. He served as a CIA analyst for 27 years, from April 1963 to August 1990, under seven U.S.
presidents, from John F. Kennedy to George H. W.
Bush. During his tenure, McGovern advised Henry Kissinger in the Richard Nixon administration and, in the 1980s, chaired National Intelligence Estimates and participated in preparing the President's Daily Brief for Ronald Reagan.
