Raphael Lam serves as a Deputy Division Chief in the Fiscal Affairs Department at the International Monetary Fund (IMF), where his work centers on fiscal policy and surveillance. He is a macroeconomist with extensive cross-country experience, encompassing public finances and capital markets.

Prior to his current role, Lam was the IMF deputy resident representative in Beijing, China.
