• Serves as Director and Robert J. Margolis, MD, Professor of Business, Medicine and Policy at Duke-Margolis Center for Health Policy since 2016.
• Former Commissioner of the United States Food and Drug Administration (FDA) from 2002 through 2004.
• Served as Administrator of the Centers for Medicare and Medicaid Services (CMS) from 2004 through 2006, overseeing Medicare Part D.
• Held roles in the White House, including as a member of the President's Council of Economic Advisers (2001-2002) and Deputy Assistant Secretary of the Treasury for Economic Policy (1998-1999).
• Earned his MD degree from the Harvard–MIT Division of Health Sciences and Technology in 1992 and his PhD in economics from MIT in 1993.
