Hal Harvey is an American energy policy advisor and the CEO of Energy Innovation LLC, a firm focused on energy and environmental policy. He holds bachelor's and master's degrees in engineering from Stanford University.

Harvey is the founder of Energy Innovation. He also founded the Energy Foundation in 1990, serving as its CEO until 2002. In 2001, he co-founded the International Council on Clean Transportation (ICCT).
