Fleur Hassan-Nahoum was born in London in 1973 and grew up in Gibraltar, the daughter of Sir Joshua Hassan, Gibraltar's first Mayor and Chief Minister. She moved to London at 18 to study law at King's College London, where she served as president of the King's College Jewish Society. After qualifying as a barrister in 1997, she practiced at Middle Temple in London and became campaign director of World Jewish Relief, a British Jewish charitable organization. In 2001, she emigrated to Israel.
