Dean Benson Phillips served as the U.S. Representative for Minnesota's 3rd congressional district from 2019 to 2025.
A member of the Democratic Party, Phillips was first elected in 2018, defeating a six-term Republican incumbent and becoming the first Democrat to win the seat in sixty years. He was reelected twice by comfortable margins and was considered a moderate Democrat, briefly co-chairing the House Democratic Policy and Communications Committee.
