Dr. Colin Soutar is a Managing Director within Deloitte's Cyber practice, where he holds key leadership positions. He is the U.

S. Government and Public Services Cyber Ecosystems & Alliances leader and the global lead for quantum cyber readiness. In this capacity, he collaborates with commercial and federal clients to develop and execute cybersecurity risk management strategies, including the adoption of the NIST Cybersecurity Framework, which he helped NIST develop in 2013.
