Biography

Carlos Rey-Moreno is a telecommunications engineer and academic dedicated to expanding connectivity for underserved populations. He currently co-leads the community networks initiative at the Association for Progressive Communications (APC), where he oversees projects across Latin America, Africa, and Asia.

His commitment to connectivity began with providing services to remote healthcare centers in Latin America. As part of his PhD, he co-founded Zenzeleni Networks (zenzeleni.
