Anne C. Richard is an American former diplomat and leader in refugee and human rights organizations. She served as the Assistant Secretary of State for Population, Refugees, and Migration from 2012 to 2017 under President Barack Obama. Richard holds a B.S. in Foreign Service from Georgetown University and an M.A. in Public Policy Studies from the University of Chicago.
Her career in government began in 1984 as a Presidential Management Intern at the U.S. Office of Management and Budget.
