Mike Carpenter is a Senior Fellow at the International Institute for Strategic Studies (IISS). His career includes significant roles in U.S. foreign policy and defense.

He previously served as the Ambassador to the Organization for Security and Co-operation in Europe (OSCE). Additionally, Carpenter held positions as the National Security Council (NSC) Senior Director for Europe and the Deputy Assistant Secretary of Defense for Russia/Ukraine/Eurasia.
